These proms require an explicit write-enable command before
programming and a write-disable after.

Both PROMs will be programmable via the XP10.  There are separate sets
of pins for the two SPI proms, but we can tie them to one slighly
modified SPI controller so you can reprogram either one (perhaps a PCI
config space setting will be used to select the FPGA PROM).  This is
all independent of the flash inside of the XP10, of course.
