I think the problem was the mail server thread count in bluedragon.xml
("Mail Threads" in the web admin).
This had reverted to it's default setting of 1. Once I set it back to 4
(my MTA's own preference), then the "Failed to delete... tmpsend" errors
abated.
Probably a file lock issue then.
My original question remains though:
Does anyone know if the system will keep re-sending the same message if
the tmpsend file is NOT removed?

will be sent over and over until the delete succeeds?
