I dont understand where there could be
a use of having 2 chart of account (maybe for transition) but if
there should be the case, I would suggest to add a setup in the
settings/accounting with the active CoA and date of activation.

But on version 7 and more we have removed this constraint, that's why we
are able to install more then one chart of account for one company

the restriction on journal entry account.move).
