This is really the only issue preventing you from upgrading from 1.6?  Mind my 
asking why this issue is so critical?  It's just that I'm pretty sure the rest 
of OpenNMS doesn't depend on the accuracy of this column so there must be some 
integration you've done.  Know why might also help with the urgency… might :)

I can verify that I've seen this, too, on occasion.  BTW: I wonder if the 
model-import code still works in 1.10 if you disable provisiond?  That would 
get you back to 1.6 functionality in 1.10.
