Possible but if i run the same cmds as you it is behaving ok for me.
What os/drivers etc are you using, even a log may be helpful.

Afraid not, however the stlink should be using the cortex-m3
SYSRESETREQ, on the stm32 should behave like a srst reset (from the
software point of view).
