A while back (maybe 2 years) there were discussions on the list about the exact set of packages that were needed to build OpenOCD. It seemed (at that time) that creating a reproducible windows build environment was not so simple. Perhaps MinGW is easier? If that is no longer true - then there would be no need for this.
