How do a go about forcing a build of the documentation? If, I do a make - I get 
Nothing to be done message. I would like to generate OpenOCD users guide.

You do not need to try that script at all, as you're not an OpenOCD release 
manager :)

I didn't get it when preparing the 0.8.0 release (as I was a release manager 
for that), so I can't tell what exactly is wrong here. I followed the docs for 
preparing a release closely, I guess you're missing some step there.
