It is configured as reset - when I pull the pin low, the target stops
and re-starts when releasing it.

Well - I would if it worked that way. However, with the KT-Link, I can't
connect to the LPC812, regardless of the used reset config. I don't know
if reset is generally needed or not, I am just reporting the observed
behaviour.
