Hi Tony,
This means that Standby blade was not ready to take Act assignment.
Standby blade might have been just inserted and was coming up. Ideally, you can
take out Act blade only if Standby blade is in sync with Act controller(i.e.
Standby blade cold sync completely. Syslog prints "Cold Sync Completed").
