Hallo. I just filled a proposal for a new HAL (Hardware Abstraction Layer, http://hal.freedesktop.org/ ) category recognized by PolicyKit.
Here is a proposed solution: http://bugs.freedesktop.org/show_bug.cgi?id=19663 Feel free to comment it there. I am unsure, whether it makes sense to populate HAL with a lot of keyboards describing details of the device or live with a single category smart_card_reader covering all similar security devices.
