I have no clue how you make the connection from usb interrupt
mode to hal.

from my point of view udev is unstable and changes in udev
broke the udev/openct setup several times. the udev/hotplug/linux-usb
folks recommend to use hal instead, which so far is working fine.
so why not use hal?

sure, on embedded systems an extra daemon with memory needs
is not very welcome. but on the normal desktop, that is no concern.

also please be kind to stanislav. it is great if distributions discuss their
plans with it. I don't remember other distributions doing this, so I welcome
this opportunity a lot.
