The Debian packaging files are available from [1] in the "general" part. The files are stored in a Git repository at git://git.debian.org/git/pkg-opensc/opensc.git Feel free to provide patches for the Debian packaging. For example I think Eric Dorland (actual Debian packager) would be happy to have the files correctly updated to version 0.12.x. I could do that myself but my free time is very limited (or even has a negative value).
