Jean-Michel, I guess you are talking about the JavaCard applet inside the card. Rigth? Your idea is to use this JavaCard applet and load it yourself inside your own JavaCard card. Regarding free software applets for eID (in Europe or elsewhere) I don't think that is on the roadmap. The cards are issued by governments so the applet is already installed and configured when you get the card.
