Yeah, card issuing is often contracted to some big corporation. They don't usually like Open<anything>, including open source (except using it, when it helps them cut costs). Yet it would be extremely beneficial to have open source also in the card. It would be a great example if some government could be persuaded into publishing the applet source as well.
