Just question,

on your test platform, during your first tests, were there any other
middlewares installed?
can you check if the Windows build-in certificate propagation mechanism is
enabled ?
(It seems that other middleware, on installation, can replace the build-in
propagation service by its own one. )
**
*HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\Notify\ScCertProp

*If no, can you repeat the test ?

Will try to reproduce.
