I don't think unfairness has anything to do with the situation. Quite the opposite. Consider one second that it's alpha code and Google's "chosen partners" are running unstable, insecure applications with risks that you want have to take because they do.
The benefit for them, to compensate the risk, is that they get a headstart. So what? If your business model depends on being in the head pool, you're already dead. As Nalin Mittal said, in the long run, everyone will be able to share applications. Moreover, even if there wasn't such a headstart effect, Google would still have preferred relationships with some companies, such as the ones located near the GooglePlex, because their employees meet. Isn't that unfair?
