Based on feedback from Jim, the project team updated the
proposal to place the Perl scripts in /usr/perl5/5.8.4/bin.
In addition, the Loaded.pm module was added along with it's
man page. It is used by the pmtools scripts, but is also
user callable, so we are classifying it Uncommitted.
