In the GNOME versioning scheme, odd minor versions denote development versions and even versions are stable. So 2.28 is released at the end of the 2.27 development cycle and the difference between 2.27.92 and 2.28.0 is strictly stopper fixes only, with the approval of the GNOME release team.
