Package names should be Committed because package names are how packages 
refer to one another in dependencies, and how tools describe what 
software is bundled into higher level constructs such as distributions 
and images.  The fact that IPS easily allows a package to be known under 
a new name while preserving the old one (for the reasons I just stated) 
doesn't change that.  I don't want to turn this perl case into an IPS 
discussion, so please contact me offline if you want to discuss this 
further.
