I thought about that, but wasn't quite sure how to describe it, or
even whether or not it quite captured what I was trying to describe
(although if not, it's closer than anything else to a relatively open
version of it).  And I know very little about how their process actually
works.

I have no problem with regarding standards-track RFCs as broad-based
standards; they may not always correspond to an ISO standard, but
it would be hard to argue the usefulness of their broad acceptance.
