One assumes that the ce instance already advertized 1000fdx so setting this to 1 was probably a no-op. What does the link partner advertize? I can only assume it negotiated down because of that. What happens if you swap the ce0 and ce1 cables? Does the 10Mbps follow the wire or stay with ce1?
