I don't think he meant that the text is somehow visibly different in
that section.  Instead, he meant that the section "highlights" or
"centers one's attention on" the lu{activate,create,...} family of
commands that should be used instead.

The DESCRIPTION section has a rather lengthy (at least for man pages)
treatise on why you shouldn't use the old "/sbin/lu" command, and
right after the SEE ALSO section is a WARNINGS section that says that
you shouldn't be using it.

We really should have just removed it, as it's an attractive nuisance,
but there isn't just yet anything that could directly replace it as an
ease-of-use wrapper for the underlying lu* commands.  Our own process
rules generally forbid us from removing things unless there's a viable
replacement -- even if the existing one is rotting away.

(This one is probably a more extreme example than most.)
