Even Solaris 8 had a lot more than just 3 open source packages - there was also perl, sendmail, the X Window System, tcsh, and quite a few more, and work was already underway then to adopt GNOME. The majority was still closed, but there wasn't some vast conspiracy to believe closed was better.
