This may be related to SATA devices being unconfigured and then ZFS attempting to import the zpool. To resolve this issue I had to disable the SATA drives in the zpool (which allowd the system to complete the boot), hot plug them after the system booted, run cfgadm to reset each of the sata ports and run cfgadm to configure each of the sata drives. I could then import the zpool successfully.
