I had this problem too on SXCE B87.
Cause was that my Gnome reposotory had been through to many updates.
I created a new home directory and moved the datafiles over and fixed my
permissions
and renamend the old Home.
When I logged in again in the new Home and got a new Gnome repository i
could
turn Compiz on and Off.
