We have to find out more about the root cause of this bug. The list of the available speedstep clock frequencies should be defined in the BIOS' ACPI tables. A possible problem could be the use of the "BIOS 1.45 with virtualization hack" Maybe that BIOS modification (?) did break speedstep? Are there BIOS updates available for this system?
