I found on my system that I had to change the "Visual Effects" to None before 
vnc would send any updates.  Before I changed that the screen painted fine on 
the first connect, but it was static after that.  Opening a window or moving 
the mouse didn't show.  The "Visual Effects" tab is under 
<System><Preferences><Appearance>.
