It would be better to start from a root CA that is in Netscape and IE
by default.  ICE-CAR is not, is it?

Or, considering the long list of never-heard-of-them root CAs that are
already in there, maybe Netscape and Microsoft would include an OpenCA
root cert in the next version.  What standards do they require a root
CA to meet, and how much would they want to get paid?

As far as liability being a show stopper, I agree with Ben that it's not.
"Not for profit" doesn't mean free, it just means "at cost".  The cost of
managing the liability can be passed on to customers like everything else.
