try these parameters into your request cgi.......They worked for me.
------------------------
Enroll.KeySpec = 1
Enroll.GenKeyFlags = 3
Enroll.providerType = 1
Enroll.providerName = "Microsoft Base Cryptographic Provider v1.0"
Enroll.HashAlgorithm = "MD5"
