I also resolved the error I was getting with the -nopad option, and actually that may be why I was getting the 24 byte cipher text result earlier. A newline had slipped into my original clear text file and I didn't notice it. Once I removed the newline character then I did not get the error when using the -nopad option and I have my 16 byte encrypted result. Thanks for everyone's assistance.
