He's asking why because there are some unreliable NTP servers out there.
I've come across one or two in my time over the years that were horribly
unreliable and needed to be put in front of a firing range and shot.
Then just define a bunch of servers from the pool, like a dozen. The
daemon will evaluate them all and choose the best one automatically.
