You enabled the agetty in /etc/inittab?
#S0:12345:respawn:/sbin/agetty -L 9600 ttyS0 vt102
or
#cons:12345:respawn:/sbin/smart_agetty -L 38400 console
^ Remove hash and do 'init q' as root
