I don't particularly like actions.xml, and I really like the simplicity of views.properties. I find it much easier to read.
I'm ambivalent about deprecating views.properties only because it is a bitch to maintain in a multi-user environment. At early stages in a project, it is a heavily edited file that CVS doesn't always play well with.
