There's already someone working on this. See the thread titled "WinCE/PPC; worthwhile to suport? possible?" on OpenVPN-users. Collaboration might not hurt -- I understand that he's made good headway on the tap-win32 driver itself, but last I knew there wasn't much work done on the userland tools yet.
