I would guess(!) that "systemctl edit ..." respects the $EDITOR env var, and the manpage seems to confirm that.

Do I do it like so:
sudo systemctl edit openvpn-server@server.service
or like this:
sudo systemctl edit openvpn-server@server

(*These* two should actually do the same, but your "serverlocal" variant has me stumped ...)

4) And can I use sudo or must I switch to su first to get to the # prompt?

My recommendation to get a root *shell* (prompt), if you do indeed need it, is "sudo -i". (I get the shivers whenever I see someone do "sudo su" instead.)

I think I've *once* seen a case where it was necessary to use "sudo -s" instead.
