That didn't seem to work.
To sum it up I just updated line #1331 of nagconfgen.pl
FROM
if ( $contact->mobile ) {
TO
if ( $contact->use_mobile && $contact->mobile ) {

Created a dummy host and have 3 contacts, one starts to notify at notification 
1, one at notification 2, one at notification 3.

Since alerts are being generated from the master I am assuming I should be 
looking at the contact definitions.
Interesting enough I do see notification level defined in the nagios 
contacts.cfg for my masterprofile contacts so I'm not sure why it isn't working.

Where should I be looking to understand why notification level isn't being 
recognized?

Henry had notified us of a bug re: SMS notifications. This happens when sms 
notifications are defined to come from the master and the contact has an sms 
number defined (maybe due to LDAP syncing) but their contact info says that sms 
is disabled.

Do a reload afterwards.
