At the moment, you have to create different contacts with different filtering levels to get this functionality. Think of keywords as a way of choosing the items and the contact filtering options as a way of reducing what things under what conditions.

This is really a limitation of Nagios.

We are working on something called "notification profiles", which will mean you can have different notification options for each user. This will be in mid April's 3.7.0 release.
