Its not a problem with LMT's - thats for sure:

SQL> create table blah ( x number) tablespace users
storage ( minextents 1000 );

Table created.

SQL> select count(*) from dba_extents where
segment_name = 'BLAH';

  COUNT(*)
----------
      1000

SQL> set timing on
SQL> drop table blah;

Table dropped.

Elapsed: 00:00:00.08
