Have to add in my 2 cents worth. I last held a Top Secret clearance with the State Dept and it expired sometime in 99 when I left the company that placed me with the State Dept.
Basic requirements are that you have to be a US citizen and have a 'clean' background. The TS investigation goes back 7 years and they want you to list positions held, places lived, foreign countries visited, relative information (mother, father...) etc. A TS can only be obtained if you are working directly for the federal government, in which case they sponsor your background check or, a company is willing to hire you, place you in a federal agency, such as the State Deparment, and then sponsors your background check. All background checks are conducted by DISA I believe (Defensive Investigative ??? Agency). During the investigation period, you are given an interim clearance which allows you to enter the federal facility and work on non-classified systems. Back in '97 when I applied for this via the company that I worked for, it took about 6-9 months. I hear it takes at least a year or more nowdays. So, in short, no you can't apply as an individual but only if a company sponsors your or if you are directly hired by a federeal agency.
