Agree with Rachel here - if you start getting the
feeling that they can't help you, get your stuff
reassigned. See "escalating your tar" in the TAR
section of metalink. 

I don't think that they can reassign the TAR by
themselves, and if that is true, they have to just try
their best until you ask to have it moved, and
sometimes they are just too inexperienced to assist.
