There are very smart people working on the spec with far more experience with Web applications than I have. I'm sure ASF members like Jason Hunter and Jon Stevens have pushed for changes long before any of us became aware of problems. My guess is that the reasons certain parts of the spec are recommendations instead of requirements are more political than technical.
