The file oscar-repo-fc4-x86_64-5.0.tar.gz on sourceforge is broken for some reason, its only 3MB instead of 40MB. The missing rpms are from this file.
Please try downloading this file from ftp://ftp.ussg.iu.edu/pub/oscar/ and try again. I haven't finished my test yet, but I strongly suspect this is your problem.
