<Apart from the Flash IDE, what other tools (free, open source or
otherwise), let's you read and/or update a .fla file?>
-None I'm pretty sure b.c an FLA file is a proprietary, hard to reverse
engineer binary multiple file format.

<From what I've seem of all the tools on OSFlash, or anywhere else, I
don't see anything that compares with Flash IDE for creating timeline
animations>

- check out Open Dialect at http://dialect.openmodeling.net, its my Flash
IDE project which is 1 month old, built on Flex so Flash 9 is supported.
Right now there are a few (~12) components that you can create animations
with, but the list is growing all the time. It supports auto-animation,
meaning you put an object into 2 frames and Open Dialect computes where it
should be in the middle. It also allows for the infinite creation of
frames, so you can have an animation going for as long as you like.
