   We use swhx for that: http://www.haxe.org/swhx. It creates a
wrapper around a .swf that acts like a projector, but isn't (yet) a
simple solution - you need to write some additional glue code. It's
the only Open Source solution I know.

Commercial:
   Zinc has a command-line version (separately priced). But frankly I
would only use Zinc as a last-ditch option.
   Might be worth checking out SWFStudio - not sure if there's a
command-line option yet, I'd be surprised if there isn't:

Then of course, there's Adobe's AIR, which is free. However, it does
require your project to be in AS3.

Our company uses SWHX for AS2 and AIR for AS3. Both work fine in
command-line builds.
