Under all circumstances ;)
haXe is a programming language that can be used for either Flash8 or
Flash9 programming (but also JS and Server side). According to people
using it, it's much more elegant and powerful than AS3.
And thanks to latests 1.19 optimizations, it can produce very fast SWF
bytecode compared to AS3.

Is haXe platform independent?
Yes, it's available for Windows, Linux and OSX, but can also be compiled
for other systems as well.
