If you want to do Dialogue - convene a session about X and say - I want to do Dialogue. See who cares and who comes. On the other hand, you could just convene a session about X - and genuine dialogue might just break out. Usually does in my experience. And truth to tell, every time I have been in a formal Dialogue session, we got so hung up on the Process that the conversation never quite happened. But that is probably just a personal experience.
