Agreed, with all you say.
Notably, Osmand seems to use "Avoid" to mean "100% do not use".  Fair 
enough.  This must be retained because it is consistent with proper use of 
English.
The fact that "Avoid" is usually a personal choice/preference, whereas 
"Prohibit" implies a legal imposition/obligation is of course neither here 
nor there.

Maybe an option "Preferably Avoid" or "Avoid if possible" might be deemed a 
useful introduction?  (Or maybe another un-necessary complication)
