Sorry, I gave the wrong advise. Deleting regions.ocbf is necessary when you can't download maps. It will indeed be recreated on a new startup.
In this case, of maps not being recognised, you have to delete the ind.cache. So again, close OsmAnd completely, so not only the back key, but completely. Remove the ind.cache file. Restart OsmAnd. Upon startup of OsmAnd that file will also be recreated.
