Hmm....Wikipedia country files do work for my OSMAnd+ ( latest 2.6.x
release ),
so I guess it may be rather matter of the user configuration tha OSMand
itself.
I would try , aside of deletion of the ind.cache and the regions.xxx file
also to delete and redownload the wiki files.
Also, if the OP used alternatively OSMAnd and OSMAnd plus with default
datafolders,
there is need of check, the the files were deleted from the correct folder.
