It's honestly hard to tell from the way that the articles are  
sensationalized. It's precisely the question "What invests the  
government... with the power to do this anyway? that's unanswered. The  
implication is that these people are convicted drug abusers and  
therefore have no civil rights or expectation of privacy but the  
article doesn't come right out and state it. If that's the case, the  
treatment these people are getting certainly compares favorably with  
what repeat offenders receive in the US for even minor infractions.
